States had to submit plans to the Transportation Department to access federal funding included in the 2021 law. Officials said they were encouraged when every state met the deadline, despite criticism of the push toward EVs from some congressional Republicans.

Sara Rafalson, senior vice president for market development, public policy and external affairs at EVgo, the company installing the Ohio and Pennsylvania chargers, said federal funding “democratizes” the investment.

“We’re really seeing the states feeling empowered by these programs,” Rafalson said. “It’s not something I would say has been politicized.”
